It implies finding ways to make <em>data informed decisions<\/em> both in everyday life and in various contexts, according to personal or collective goals.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">Data literacy includes <em>understanding<\/em> what data is and having an <em>awareness<\/em> and <em>attitude<\/em> towards non-neutrality\/biased data (collection, etc.). It implies having the skills to <strong>collect<\/strong>, <strong>select<\/strong>, <strong>store<\/strong>, <strong>preserve<\/strong> and <strong>manage<\/strong> data; analyse, evaluate, interpret, critique, apply, use, and work with data; and represent, visualise, and communicate stories from data. It also encompasses having the competence to ask and answer questions from data sets through an inquiry process.<\/span><\/p>\n<p><span style=\"color: #ffffff;\">Furthermore, Data literacy means having the knowledge to <em>critically<\/em> make judgements and <em>interrogate<\/em> the claims accompanying data, including ethical and legal aspects that affect ones and other people\u2019s rights. An ethical perspective must underlie all the knowledge and skills and levels in the framework.<\/p>\n<p>A data literate citizen is characterised by these competences related to data in everyday life. The DALI Data Literacy Framework was built based on a set of knowledge and skills that were identified during a Delphi study. The following lists can be drawn upon when developing courses, materials, or games in order to indicate which knowledge and skills citizens will develop through their use.<\/p>\n<p>The full DALI framework also specifies the indicators of progressive levels of data literacy expertise (from basic to advanced) and is available in <a href=\"https:\/\/dalicitizens.eu\/wp-content\/uploads\/2023\/07\/DALI-framework-ENG.pdf\">English<\/a>, <a href=\"https:\/\/dalicitizens.eu\/wp-content\/uploads\/2023\/07\/DALI-framework-SP.pdf\" target=\"_blank\" rel=\"noopener\">Spanish<\/a>, <a href=\"https:\/\/dalicitizens.eu\/wp-content\/uploads\/2023\/07\/DALI-framework-GER.pdf\" target=\"_blank\" rel=\"noopener\">German<\/a> and <a href=\"https:\/\/dalicitizens.eu\/wp-content\/uploads\/2023\/07\/DALI-framework-NO.pdf\" target=\"_blank\" rel=\"noopener\">Norwegian<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=&#8221;2_5,3_5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>The first element, Understanding Data, integrates three aspects: Knowledge, Awareness &amp; Critical Thinking.<\/p>\n<p>[\/et_pb_text][et_pb_tabs _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_tab title=&#8221;Knowledge&#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p><em>Citizens will know:<\/em><\/p>\n<ul>\n<li>what data is, what form it takes and how it can be used in society\u00a0<\/li>\n<li>that data has different sources, types and formats\u00a0<\/li>\n<li>how data can be collected from different environments<\/li>\n<li>there are technological pre-conditions for data creation and use<\/li>\n<li>that data is processed and manipulated by algorithms and apps<\/li>\n<li>that data is persistent and potentially stored<\/li>\n<li>the concepts of data security,\u00a0 data surveillance, big data and small data<\/li>\n<li>their data rights<\/li>\n<\/ul>\n<p>[\/et_pb_tab][et_pb_tab title=&#8221;Awareness&#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p><em>Citizens will be aware that:<\/em><\/p>\n<ul>\n<li>they generate data using apps, websites, driving their car, etc.<\/li>\n<li>there exists data about them in profiles (My Data)<\/li>\n<li>data is a representation of reality; it is not reality itself<\/li>\n<li>data is complex, and that there are variations in complexity of data<\/li>\n<li>there are potential and drawbacks of big data in different realms of society such as health, education, economics, security, etc.<\/li>\n<li>data is monetised (e.g., \u201cdata as the new oil\u201d)<\/li>\n<li>there are trade-offs when sharing your data\u00a0<\/li>\n<\/ul>\n<p>[\/et_pb_tab][et_pb_tab title=&#8221;Critical Thinking&#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p><em>Citizens will be able to\u00a0 think critically about:<\/em><\/p>\n<ul>\n<li>the relationship between humans and data: the use automated processes vs human actions<\/li>\n<li>who is making the decision (the human or the algorithm)<\/li>\n<li>how data tools work<\/li>\n<li>data being used for targeted advertisements<\/li>\n<li>the misrepresentation of data<\/li>\n<li>how data is monetised, for which purposes it is being collected<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>[\/et_pb_tab][\/et_pb_tabs][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=&#8221;3_5,2_5&#8243;
