DALI DATA LITERACY FRAMEWORK<\/span><\/h1>\n

The DALI Data Literacy Framework describes the competences that characterise a data literate citizen<\/strong>.<\/h4>\n

Data literacy<\/em> is about the competences people need to engage with and use the data encountered in everyday life. It implies finding ways to make data informed decisions<\/em> both in everyday life and in various contexts, according to personal or collective goals.<\/span><\/p>\n

Data literacy includes understanding<\/em> what data is and having an awareness<\/em> and attitude<\/em> towards non-neutrality\/biased data (collection, etc.). It implies having the skills to collect<\/strong>, select<\/strong>, store<\/strong>, preserve<\/strong> and manage<\/strong> data; analyse, evaluate, interpret, critique, apply, use, and work with data; and represent, visualise, and communicate stories from data. It also encompasses having the competence to ask and answer questions from data sets through an inquiry process.<\/span><\/p>\n

Furthermore, Data literacy means having the knowledge to critically<\/em> make judgements and interrogate<\/em> the claims accompanying data, including ethical and legal aspects that affect ones and other people\u2019s rights. It also includes the ability to use data as part of a design process, to solve problems, and to take decisions.<\/span><\/p>\n

The DALI Data Literacy Framework <\/strong>comprises three<\/em> main elements: <\/span><\/p>\n

  1. Understanding Data<\/strong><\/li>\n
  2. Acting on Data\u00a0<\/strong><\/li>\n
  3. Engaging Through Data. <\/strong><\/li>\n<\/ol>\n

    A fourth transversal element (4) Ethics & Privacy<\/strong>\u00a0can be found in each of the three main elements. An ethical perspective must underlie all the knowledge and skills and levels in the framework.<\/p>\n

    A data literate citizen is characterised by these competences related to data in everyday life. The DALI Data Literacy Framework was built based on a set of knowledge and skills that were identified during a Delphi study. The following lists can be drawn upon when developing courses, materials, or games in order to indicate which knowledge and skills citizens will develop through their use.<\/p>\n

    The full DALI framework also specifies the indicators of progressive levels of data literacy expertise (from basic to advanced) and is available in English<\/a>, Spanish<\/a>, German<\/a> and Norwegian<\/a>.<\/p>\n

    Understanding Data<\/h1>\n

    The first element, Understanding Data, integrates three aspects: Knowledge, Awareness & Critical Thinking.<\/p>\n

    • what data is, what form it takes and how it can be used in society\u00a0<\/li>\n
    • that data has different sources, types and formats\u00a0<\/li>\n
    • how data can be collected from different environments<\/li>\n
    • there are technological pre-conditions for data creation and use<\/li>\n
    • that data is processed and manipulated by algorithms and apps<\/li>\n
    • that data is persistent and potentially stored<\/li>\n
    • the concepts of data security,\u00a0 data surveillance, big data and small data<\/li>\n
    • their data rights<\/li>\n<\/ul>\n

      Citizens will be aware that:<\/em><\/p>\n

      • they generate data using apps, websites, driving their car, etc.<\/li>\n
      • there exists data about them in profiles (My Data)<\/li>\n
      • data is a representation of reality; it is not reality itself<\/li>\n
      • data is complex, and that there are variations in complexity of data<\/li>\n
      • there are potential and drawbacks of big data in different realms of society such as health, education, economics, security, etc.<\/li>\n
      • data is monetised (e.g., \u201cdata as the new oil\u201d)<\/li>\n
      • there are trade-offs when sharing your data\u00a0<\/li>\n<\/ul>\n

        • who is making the decision (the human or the algorithm)<\/li>\n
        • how data tools work<\/li>\n
        • data being used for targeted advertisements<\/li>\n
        • the misrepresentation of data<\/li>\n
        • how data is monetised, for which purposes it is being collected<\/li>\n<\/ul>\n

          • configure privacy settings, revoke access, request to have your data erased<\/li>\n
          • use collected data to change your own behaviour (e.g., from a health app)<\/li>\n
          • make informed decisions when interacting with data-collecting actors (e.g. mobile apps, internet portals and employers)<\/li>\n<\/ul>\n
